9.15 Revenue Commissioners Presentation
The Revenue Commissioners will present an update on recent and proposed developments in the operation of PAYE and the Universal Social Charge. They will also provide a panel to answer a range of questions from delegates on all aspects of the operation of PAYE and the Universal Social Charge. If delegates wish to put questions to the panel, priority will be given to those who provide a written question in advance of the Conference and questions will also be taken from the floor.

Aideen Mooney, PRSI Policy Section Aideen Mooney will address the Conference on issues relation to the charging of PRSI. She will also take questions from delegates relating to PRSI. If necessary direct questions of a technical nature on other problematic issues may be referred to the relevant areas within the Department for response at a later stage . Delegates are encouraged to submit questions they would like addressed by the Department of Social Protection which will be provided to Aideen in advance of the Conference.

12.00 The cost to employers of Sexual Harassment and Harassment in the workplace
Derek Ryan, Barrister at Law The Code of Practice on Sexual Harassment and Harassment at Work, (S.I. No. 208 of 2012) which has revoked the Employment Equality Act 1998 (Code of Practice) is of extreme importance to all employers as the new code is admissible as evidence in Court and the Employment Appeals Tribunal. This presentation will focus on the practicalities of the new code of practice and the cost to employers of sexual harassment and harassment in the work place which can have a devastating effect on all effected by the harassment. The EU and the State has outlawed harassment and the Employment Appeals Tribunal and the Labour Court are the primary bodies tasked with adjudication on harassment. Derek will outline the interpretation of this legislation through the discussion of recent civil court cases. The effect of harassment may be quantified in awards of damages in Personal Injuries cases however more importantly the real cost to the employer in terms of lost productivity by reason of absence caused by sick leave is often un-quantified and un-ascertainable.
12.00 Pensions Regulation in Ireland
David Malone, Pensions Board The Pensions Board regulates occupational pension schemes, trust RACs and Personal Retirement Savings Accounts (PRSAs) in Ireland. As part of its regulatory role, the Board monitors pension trustees, who must account to members for how their scheme is run by providing them with a wide range of personal and scheme information as required by the Pensions Act. David will outline what pension regulation actually means and how it affects employers today.

2.15 The Chartered Institute of Payroll Professionals (CIPP) in the UK
Lindsay Melvin, CEO, CIPP The CIPP is the Chartered Institute for payroll and pensions professionals in the UK and has approximately 6,000 individuals enjoying membership benefits. In addition, the CIPP is the UK’s leading provider of qualifications, training and consultancy for payroll, and has a Pensions Faculty responsible for delivering qualifications and membership services to those responsible for public sector pensions. The CIPP is working hard to increase recognition towards the importance of payroll in business, and achieved Chartered status for the profession in 2010. The Policy team are now representing members’ views at over 60 government consultation forums which highlights that HMRC and other government departments recognise the important part that payroll plays in the UK economy. Lindsay will address how CIPP operates in the UK, its structure, how the CIPP has evolved and developed, where CIPP is today and its plans for the future and how IPASS can learn from CIPP by developing a good working relationship going forward to the benefit of our members and students.
2.15 Planning your day, week and month to achieve your payroll goals
Sean McLoughney, Learning Curve Do you sometimes feel that your “to do” list gets longer during the day; that you don’t have enough time to complete all the tasks on your list? Do you find yourself jumping from one task to another, working very hard to meet payroll deadlines? In today’s busy working environment, time management has become a core skill for every payroll professional. Sean will outline how you can make your “to do” list work for you and help you achieve your payroll goals. He will explore how you can plan your day, week and month; prioritise payroll tasks and how to say no in a positive way.

3.00 Payment of Expenses
Ciaran Doherty, Technical Manager, IPASS The whole issue of expense payments by employers to their employees always raises questions and is also the subject of many Revenue Audit settlements. While the rules regarding the payment of tax free expenses are provided by Revenue, they are often misunderstood by employers and employees alike. Ciaran will explain what expenses can be paid tax free and those which cannot. He will also address the pitfalls and the policies employers should have in place regarding the payment of expenses, motor expenses and subsistence allowances.
3.00 Employment Equality Act
Brian Merriman, Employment Equality Authority Brian Merriman will outline the main principles of the Employment Equality Act and how they affect all employers. The Act prohibits discrimination in employment on nine specific grounds and Brian will outline the most common areas where employers regularly fall foul of this legislation, more often than not through ignorance of the Act.
3.45 Local Property Tax (LPT) and its impact on payroll
Vivienne Dempsey, Revenue Commissioners The Finance (Local Property Tax) Act 2012 together with the Finance (Local Property Tax) (Amendment) Act 2013 introduced the Local Property Tax (LPT) which have a significant impact on payroll. One of the payment methods of the LPT is as a deduction from payroll. As an employer, do you know what your obligations are regarding LPT? Vivienne Dempsey will address employers' obligations and responsibilities and will also give guidance on what Revenue expect from employers.
