Medical Council

The Medical Council is seeking a Payroll Administrator (Finance Executive) on a full-time permanent basis at Executive Officer grade to assist the Head of Finance in carrying out the Finance function in compliance with best practice and legislative requirements.  The role will support the Finance function and deliver on relevant objectives in line with the Medical Council Strategy Statement.

Key responsibilities will include:

  • Report to the Head of Finance and the Finance team on all matters pertaining to the finance function.
  • Provide secretarial assistance to the Finance team.
  • Provide administrative support to the team in preparing documentation for dissemination to the Audit & Risk Committee.
  • Assist and prepare payroll.
  • Process daily payments.
  • Draft and issue correspondence with debtors.
  • Maintain creditors invoices on purchases ledger.
  • Assist in the preparation of Creditors Ledger reconciliations.
  • Assist in the preparation of Debtors Ledger reconciliations.
  • Assist in the preparation of monthly Bank reconciliations.
  • Assist in the preparation of Accruals and prepayments and monthly financial reporting processes.
  • Provide assistance with internal and external audits.
  • Answer incoming calls and deal with doctors and members of the public who call to the office.
  • Attend meetings and take minutes when required.
  • Assist in the provision of statistics and maintain data storage for reporting purposes.
  • Maintain relevant database and ICT systems.
  • Any other duties as may be assigned from time to time.

Required qualifications and experience:

  • A good knowledge of the Medical Council’s remit and functions.
  • IPASS QQI accredited qualification in Payroll Techniques or a desire to complete a payroll qualification.
  • A minimum of one year’s satisfactory experience in a similar role within a professional body, a health service provider or similar organisation.
  • Experience in bookkeeping, monthly financial reporting, and management accounts preparation is desirable but not essential.
  • Highly organised with strong attention to detail.
  • Experience of integrated accounting computer packages.
  • Proficient in the use of Microsoft Office and in particular Excel software package.
  • Experience of working as part of a team.
  • Ability to work on own initiative.
  • Experience working to tight deadlines.
  • Strong interpersonal skills.
  • Strong communication skills, both written and verbal.
  • Experience working with SAP System is preferable but not essential as training will be provided.

Details of this Appointment:

Position Type: This appointment will be offered on a full-time permanent basis. A 6-Month probationary period applies to this appointment.

Salary: Starting salary will be at €31,384, which is the first point of the Executive Officer PayScale. If you are currently a serving civil or public servant, your entry point to the PayScale may be higher based on your current salary. There will be salary increment each year in line with the Executive Officer Grade PayScale and subject to satisfactory performance, until the maximum point on the scale has been reached. The rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy.

(Executive Officer PayScale – Starting Salary: €31,384, Year 2: €33,177, Year 3: €34,189, Year 4: €36,164, Year 5: €37,936, Year 6 €39,648, Year 7, €41,354, Year 8: €43,025, Year 9: €44,713, Year 10: €46,353, Year 11: €48,046, Year 12: €49,166, LS1 After 3 years at max of scale: €50,762, LS2: After 6 years at max of scale: €52,370)

Annual Leave: 23 working days plus public holidays

Hours: 37 hours per week, Mon-Fri.

Location: While The Medical Council’s offices are located at Kingram House, Kingram Place, Dublin 2, they are temporarily re-located to Europa House, Harcourt St, Dublin 2. We operate a hybrid working model with both remote working and some requirement for on-site attendance.

Pension: The Medical Council offers a pension through the Public Sector Scheme. Contributions to the scheme will commence on joining the organisation. Candidates currently working in the Public or Civil Service may transfer their pension.
